The European Commission (EU) has approved €5 billion in government support for a new semiconductor plant in Germany led by TSMC.This is the largest support under the European Semiconductor Act.

The plant, operated by a joint venture called ESMC, will be built in Dresden and is expected to begin production in 2027. The total investment is expected to be 10 billion euros.

European Commission President von der Leyen described the project as a “win-win situation,” and German Economics Minister Herbeck also expressed his welcome.

The plant will operate as an open foundry and will be available to all customers. While not state-of-the-art, it is expected to increase resistance to semiconductor shortages.

U.S. Government Awards $1.6 Billion for Construction of Three TI Plants Under CHIPS Act

The U.S. government has announced that it will provide up to $1.6 billion in subsidies to Texas Instruments.This will support the company’s investment of more than $18 billion to build three new semiconductor manufacturing facilities in Texas and Utah.

The decision is part of the company’s response to the economic disruption caused by the semiconductor shortage in the Corona disaster. The new facility will produce key chips from 65nm to 130nm and analog and embedded processors from 28nm to 65nm.

The government requires TI to establish a $10 million fund for workforce development, implement programs in partnership with 40 educational institutions, and provide childcare services to employees.

This brings the total number of companies receiving CHIPS Act subsidies to 16, for a total of $32,555.9 million. The remaining amount is approximately $6.4 billion, and future increases in subsidies are uncertain.
